So what happens to those homes in the area being proposed for annexation that are already on private wells and septic systems? Will they be required to switch over to town water and sewer?

contrary to the first "fact" reported by mr. burton, the town did not annex all of phase 1 which was in existence at that time.  of those properties annexed i am aware of three homes on those parcels - brown (the parcel tim owns 98.5% of), o'toole, and kipfer.  the balance of the property annexed was vacant - alot of which was vdot right of way.  those homes are not required to hook into the town utility system.

none of the parcels annexed were owned by loudoun county.

Perhaps "owned" is a poor choice of words.  Under County legal jurisdiction might be better.

I understand that, Eric.  And while it probably is illegal for the town to annex the property unilaterally, I quite frankly don't give a rat's ass at this point  I've had it up to here with the county, as have a majority of Purcellville residents.  So anything the town can do to slap them in their collective faces is fine by me.

John,

My only point is IF this is an illegal annexation, it won't stand in court, it will likely be challenged in court (the county can not let such a precident stand), and it therfore will most likely just create a new court battle - all so the Town can slap the County in the face?  Is that in the citizen's (town and county) best interest?

I'm exaggerating, of course, but that's pretty much how I feel after everything the county has done to us.  They don't call Purcellville the county's red-headed stepchild for nothing.

Eric, you are so right...(reply 13)...Our elected representatives in Town and County will be supported when they walk through the door and sit down at the table of Dispute Resolution!  A moment of wild applause!  I can see (and hear) it now!!!

Come on guys...put one thing on the initial request for a meeting of the Joint Review Committee...one thing...Amending and updating the PUGAMP (long overdue and a hitch that has been conveniently overlooked by many) is the door opener.  And have it in the public forum...no closed door sessions...!

Just one thing to start out...Amending and Updating the PUGAMP...as stated in the Plan.  Many of the questionable and stress-generating conditions are unwritten (but assumptions made according to various and sundry perspections).  But the directive exists in clearcut English re updating and amending the Plan.  The followup items will be addressed in turn as they should be!  So let's turn the page and see who can get to the Dispute Resolution Table first!  After all...all the Mediator can say is Yes or No.  Then we...and that is the collective WE...LOUDOUN COUNTY RESIDENTS AND RESIDENTS OF THE TOWN OF PURCELLVILLE..."ONE AND THE SAME" ....can move forward. 

As long as you are in office...you owe nothing less to the public than to use basic communication and negotiating skills on behalf of the public.  Many of us are counting on you.
